Does the 25% bonus only apply to Spirit generated from attacks, or does it also increase Spirit per second from gear and mantras by 25%?

How often does the game update? In Diablo II the tick rate was 25 FPS (ticks per second). In a blue post this is confirmed and mentions that D3 has a higher rate, but a precise number is not given. I'm asking about the engine speed, not the FPS in your screen. Quoting Bashiok: Even modern games run at specific tick rates, and Diablo III is no different. I'll only say it's more than 25. Without knowing this number we can't tell for sure if breakpoints should be considered during itemization.
I was wondering about this from How does multiplying damage work in Skyrim? I'm not sure if the perk Savage Strike applies to the damage while standing still and sneaking. By the perk description, it increases all "standing" power attacks by 25%. However, while sneak attacking and standing still you aren't "standing" more than you are crouching. tldr; Does Savage Strike work on "crouching" sneak power attacks?

If I equip a dagger in my mainhand (1.31 APS) and then an axe in my offhand (1.30 APS) my attacks per second go up to 1.51. Makes sense based on this guide. However, when I unequip both weapons, then equip the axe in my offhand first, then the dagger in my mainhand, my attacks per second drops to 1.28. I've noticed how 2-hand and 1-hand weapons can have the same DPS, but very different attack speed making attacks per second more or less frequent. Hatred generation skills' descriptions don't say if you get n hatred per hit or at 1x attack speed rate and I couldn't get any weapons with different enough APS rates to conclusively measure the hatred generation rate, but I suspect that affects it. Does attack speed (attacks per second) affect how much hatred you can generate?

In the skill description for Crippling Wave - Rising Tide, it is stated that Critical Hits generate an additional 5 Spirit. Since Crippling Wave typically hits multiple enemies with each use, is the 5 additional spirit generated for a critical hit per enemy, or per use of Crippling Wave?
