Blizzard's Patch notes sometimes provide data on the drop rate for an item level range in a specific Act/Difficulty.
For example, the 1.0.3 notes provided this information :
High-end items (items level 61-63) will now drop in all Acts of Inferno and Acts III and IV of Hell difficulty The new approximate drop rates are as follows: Hell - Act III and Act IV iLvl 61: 9% iLvl 62: 1.9% iLvl 63: 0%
I'd like to know exactly this information, but for items from 1 to 63, and all Acts/Difficulties. I find myself trying to decide between playing in an Act that is really hard for my character, or going back to something easier to grind for gear. It would help to know if the gear from previous acts is likely to help me, or if I would just be getting items too low to use.
The Official Brady Games Diablo III guide says this about the loot system.
"If a monster drops loot, the quality of the item(s) dropped is most affected by the monster's level. If the loot bursts from an environmental object like a chest or barrel or pile of bones, the type/quality of items is most affected by where you're at in the game.
Other factors can come into play, as well. The fact is, Diablo III monsters can drop a wide range of loot items, but the odds of a low-level monster dropping a high-quality item are extremely small. So overall, it works just as you'd expect: The higher a monster's level, the better chance that it drops good loot after you slay the beast."
It also goes on to say;
"Again, there are ranges of quality for both the base item and for any affixed special properties. As we said, the primary variable that determines the quality of a slain monster's loot drop is the monster's level----the higher the monster level, the more the odds are weighted in favor of it dropping a higher quality base item, and the better chance that the game will also attach higher quality enhancements (or "affixes") to that base item.
These item/affix ranges are divided into "tiers" that correspond to the monster levels. If the monster is a low-level creature, chances are that any gear it drops will be selected from the lower tiers of items, and enhancements assigned (if any) will be from lower-tier affixes. Thus, each monster is said to have a "treasure tier" based on its level----the game tends to drop random items selected from item/affix tiers that correspond to the monster's level."
This is why the patch notes you quoted say "The new approximate drop rates are as follows" since drops from mobs are not based on act but monster level.
When I have some time I'll compile a list of the level ranges for each act/difficulty since the guide does have a complete list of the bestiary complete with monster levels.
To be honest I think you're over thinking it a bit. If you're level 60 then you should be farming the highest act you can reasonably do no lower than act 3 Hell mode and if you're lower than level 60 then farm the highest act you can farm efficiently. Farming one act back from whatever act is giving you trouble will give you a chance at gear you can use.
There are some higher (and lower in act 2) level mobs in both acts 1 & 2 but not many. Act 1 has one ilvl 63 (spiderlings) for instance.

I think so because mobs in Whimsyshire usually seem to drop items of the same quality as Act IV of the chosen difficulty. Otherwise, the entrance to the secret level is located in Act I which isn't
Today I was farming Act II on normal difficulty with 250% magic find bonus trying to find some decent rares. Of 25-30 rare items that I found all armor items had 4 affixes and weapons had 4 to 5 affixes. I know that items can have up to 6 affixes (source), but apparently on lower levels the limit is 4 or possibly 5. I would like to know on what exactly maximum number of affixes depends (is it act and difficulty? Or iLvl?) and what is the earlies point in game where I can start getting items with all 6 affixes. Is there any official (or unofficial) info on that? Also, I suspect
stated that with 5 stacks of NV a boss will drop "at least 2 rare items" and Inferno act III & IV drop rates are as follows: | iLvl 61 | 27.1%| | iLvl 62 | 21.7%| | iLvl 63 | 16.3%| Does MF gear apply directly to these rates? For instance with 100% MF would the drop rates be as follows? | 0% MF | 100% MF | | iLvl 61 | 27.1%| 54.2%| | iLvl 62 | 21.7%| 43.4%| | iLvl 63 | 16.3%| 32.6%| Since the total chance for a iLvl 61+ piece of gear now exceeds 100% what gets "pushed off" the table? Possible Duplicate: Can ilvl 59-60 items compete with ilvl 61-63 items? In 1.0.5 turning on monster power makes all levels of inferno items able roll level 63 affixes. Does this ability to roll higher stats affect base dps of weapons or base armor of items as well? The main goal of this question is to determine what items should be discarded if they have no chance for rolling maximum stats. Bonus points if you can determine the likelihood that lower level items can roll 63 affixes and base stats. I.E. Just because level 61 items can roll 63 affixes, doesn't mean they have
I understand that item level determines where an item can drop (act/difficulty) and what affixes it can have, but I am having trouble finding information that clearly states the following: The earliest act/difficulty where you can find each item level, and The item levels for each range of each affix. For the former, I have only found information about ilvl 60 - 63 but I would like information for all item levels. For the latter I have only found this page linked on another question, but it's not clear where each "tier" of affix can drop.
Possible Duplicate: Does Whimsyshire drop better loot than other areas? I want to know if spending money on upgrading the staff of herding all the way up to inferno is worth it, is the loot good enough to warrant upgrading my staff? Update Also, how hard is it? I currently can't get past Act 2, but I got the plans with a bug I've found (you start any quest in Hell, go to Public Games, and you are given the option to join that same quest but in inferno, even if you haven't cleared the previous acts.)
With 1.0.5, items now roll affixes based off of the level of the monster that dropped them, rather than based off of the ilvl of the item. However, I'm not exactly sure that I understand what this means. Does this mean that an ilvl 59 amulet dropped by a level 63 monster will have the exact same range of possible values that an ilvl 62 amulet dropped by the same monster? How about items with base stats that vary by ilvl, such as armor, weapons, or off-hand gear? Will the base stats prevent ilvl 59 from being competitive with ilvl 63? Should I continue to only pick up rares that are ilvl
I got Diablo 3 recently and have played up to Act III. I was just invited to a game by my friend who is in Act IV. We beat a level in Act IV and now it seems it is unlocked for me to play and to progress further in. I can see the drawbacks of skipping quests, since I will be underleveled. However, I have very good gear (Rare/Legendary) that I got for good deals on the AH and I am able to defeat them. So, if I were to play through Act IV while skipping Act III, would the game move me on to the next difficulty? Or would I have to complete those quests I skipped in Act III? Thanks
I would like to know the exact mechanics/tables behind the vendor sell value calculation. Obviously higher ilvl and higher stats equates to higher sell value. For clarification: I'm asking the price the vendors buy the items from you for (The value amount in the bottom left corner of an item)
